The Main Roads WA website is a wealth of information for anyone wanting to win a tender or to find out about roadworks that are planned and completed. Details of all planned roadworks, closures and events in urban and regional WA are listed on the Main Roads website and updated on a weekly basis.
The Building Roads section of the site lists projects that are already underway in the urban and regional areas of WA. Each project has information on the construction and traffic impacts which can assist in journey planning and knowing in advance of delays, particularly helpful when you are driving a heavy vehicle.
The Planning Projects section lists all of the projects that are in the early stages and haven’t yet commenced. Information includes the project overview and rationale, community stakeholder liaison, concepts and funding. The majority of the projects currently listed are regional and include the Bunbury Outer Ring Road and Busselton Outer Bypass (BOB) Planning Study. Metro projects include an Armadale Road upgrade and Tonkin Highway extension.
Details of completed projects are also listed for the past seven years.
Contracting to Main Roads
The site provides valuable information if you are considering placing a tender for a Main Roads project.
The Tender Preparation to Main Roads section on the site includes major works, minor works and specifications.
The types of contracts include:
Alliance – prequalification is required for these tenders by ‘Request of Proposals’. The tenders are for discrete major projects and include design and construction. The state government works collaboratively with private sector parties to deliver projects with capital costs typically exceeding $50 million.
Design and construct – same as alliance, prequalification is required for these tenders by ‘Request of Proposals’. The tenders are for discrete major projects and include design and construction components.
Construct only – these are commissioned design and have a separate competitively tendered construct only contract. Prequalification is required by the tender advertising date.
Minor works – No prequalification is required for these contracts.
Details of open tenders are available on the Tenders WA website. If you are new to tendering or you want to pick up some additional tips, Government Procurement runs a seminar on the quote and tender processes for supplying goods and services to the Government. The next seminar is on 13 June 2017.
Impact of Change of Government on Main Roads Projects
The 2017 election result has had a bigger impact on Main Roads projects than most elections. The McGowan government has continued with its election promise to stop work on the Roe 8 Highway project and contractors stopped work straight after the election.
It is unclear what the value of cancelled contracts are but media reports have put the estimate as high as $158 million. The Civil Contractors Association has said 500 people would be out of work with the axing of the $1.9 billion Perth Freight Link. Labor hopes to divert the Federally-funded money to its preferred Metronet project.
